Texas is drenched by heavy rains as forecasters warn that more storms could bring dangerous floods

Heavy rains drenched South Texas on Tuesday, washing out highways and stranding motorists near the Mexican border. The National Weather Service warned that additional storms could dump more than a foot of rain through Wednesday, threatening catastrophic flash flooding in areas west of San Antonio. Gov. Greg Abbott declared a disaster across dozens of counties as rescue teams conducted dozens of water rescues, with officials opening shelters for displaced residents.
