Is it a missile? Is it a drone? What’s the Pelican used by Ukraine?

Ukrainian President Volodymyr Zelenskyy said a large-scale strike on Russia on Sunday included use of a weapon called "Pelican" for the first time, alongside other domestic and foreign systems. Military analysts debate whether the Pelican is a tactical ballistic missile or drone; Ukrainian media linked it to Fire Point's FP-7 missile, which can strike targets 200 kilometers away, though officials have not confirmed the connection. The strike, which occurred during Russia's parliamentary elections, killed at least three people and came as Ukraine expands domestic weapons production to meet over half its military equipment needs.
